I don't think I should answer this one but you first have to have a hose of some sort and somewhere for the the gas to go. First fit one end of the hose into the gas tank, just where the gas pump goes in. On the other end, suck until gasoline gets in your mouth. Now hurry and insert the other end in to your container, (unless you want it on the floor. Make sure the hose end is below the gas tank or the trick won't work.

A2: Some have a drain plug at the bottom. I needed to check mine, so, I waited until it was very low; then removed it and pulled the sender unit out, and poured the 2 gallons or so into a tub. I poured that into a gas can. I then had an almost-empty tank to inspect (use flashlight ONLY!). There are still fumes. Best to do this outdoors, away from pilot lights, etc.

Drain the gas out of your old tank. Be sure you have a proper receptacle to catch the draining fuel. Some fuel tanks have a drain cock that will allow you to drain all of the gas neatly. If you have a drain cock, it will be located at the lowest point on the tank. Loosen the valve and allow the gas to completely drain. If your tank has no drain cock, you'll have to drain it by removing one of the fuel lines. The rubber hose that exits the tank at its lowest point will drain the tank fully. It will either be connected to an electric fuel pump, fuel filter, or to a hard fuel line that goes to the front of the car. Loosen the clamp on the end of the line that connects to the gas tank. Pull the hose off and allow the gas to run out of the tank into your container until it is drained completely. Pour the gas into a gas can and store it safely. You can pour it into your new tank!

What I've always done is put the gas tank on reserve and pull the hose that connects from the tank to the carb and have it drain into a gas can. It will get almost all the gas out of the tank.
