Just shrink the size, then remove the muscles. After that, you can put some other details, like the eyes and everything. For the helmet (let's begin with that one), you just have to assume that it's covering 3/4 of his entire head. that's where your perspective comes in. For the rest of the details I suggest going through the official artworks as referrence. Then use your perspective and proportion to draw it.

This is one of those unanswerable questions. According to Megaman NT Warrior, Protoman is better than Megaman, though Megaman still managed to save Protoman's life. Likely Protoman would be better than Megaman, if they were to exist in any kind of real-life setting. However, they don't: just videogames. Therefore, it's impossible to say, as it's more of an opinion question than anything else. My own opinion is that Protoman ranks Megaman, but that's just me. The games themselves would have you believe otherwise.
