Practice, practice, practice. First start off with drawing the most simplest things that come to mind like an eye, then start improving on that drawing in itself. E.g. Include very much detail with the drawing of the eye until your satisfied, then expand your knowledge to drawing more and more things. Start drawing real life things before you start drawing Cartoons, anime, or anything surreal. Practice makes perfect!

This is a total matter of opinon. 3D gives better graphics, but 2D is easier to draw or make.
To draw, all you need is something to draw with and something to draw. With whatever writing/drawing utensil, write/draw what you want to draw on a paper (or other things like walls.) Don't worry if your drawing comes out a bit bad, just keep trying and practicing to get better if you want. I hope this helps! :D
