Israel is mainly Jewish, so they do not celebrate Christmas. As such, they would have no reason to dress up.

A few hundred years ago to scare the evil spirits and demands that appear on October,31. To scare them away kids and adults would celebrate All Hallows Eve and would walk around door to door passing out treats to celebrate the demands ect. leaving and going back to hell. I went a little overboard but that is why children dress up on halloween.- BZP
same as asking why do kids dress up for halloween, to celebrate it. then they must be celebrating their culture or a holiday. Or just for honor in their family
