Drain ALL fluids, including engine oil, transmission, differentials, fuel tank, carb, etc. Remove spark plug(s) and blow out any water it the cylinder(s). Refill with fresh fluids. Flush hydraulic brake and clutch systems with fresh fluid. Change fuel filter and refill tank with fresh fuel.

It depends on how wet you got it. If you submerged it in water very fast and i mean a quick 2 second dunk then you let it air dry but if you drop it in the sink or pool you need to take it dry the outside and put it in a bowl completely submerged in whit rice. If you had it in your pocket and it got aplahed with water leave it to airdry. In all cases if you dry the way i said there is no sure way to make sure it works afterwards, these are just the best way. If it goes through the washer, falls in salt water or in chlorinated water and stays submerged for more than 15-20 seconds i would say its dead if not put it in the rice.
I assume you submerged the starter. Remove the starter and place it in an over set at 150 degrees. Leave it for 12 hours. I should be throughly dry by then. If after this it does not function, replace it.
