In Diamond you must have beaten the Elite Four and have the national pokedex, then use Surf south of Sandgem town then turn left and you should run into Pal Park. In Ruby make sure all of the Pokemon you want to import to Diamond are in your party then enter the Pal Park building and follow the instructions there. You can also do this with any other GBA Pokemon game.
You can find it in the Great Marsh with dual slot Firered. Dual slot means you put diamond in slot 1 and Firered in slot 2.

After you get it in one of the GBA Pokemon series, transfer it to Pal Park by Dual Slot.

Well, if you caught one in either Ruby or Emerald, then you can transfer it to the Pal Park using the dual slot on the DS. This means that you can get one, yes, but you can't actually catch one in Pearl or Diamond. Latios is available to catch in Ruby, and emerald
the only way I've heard of is to give it to a Pokemon in ruby, sapphire, or emerald and then transfer it by duel slot.

you use the dual slot on ds. at title screen choose migrate then choose Pokemon in PC in gba go to pal park after national dex
no all you have to do is insert Pokemon sapphire,emerald or ruby in to the gameboy slot when you are in the pal park (by route 221)
you need to have the sapphire version in the gameboy slot and the diamond version in the other slot
