You use either additem (item code) (quantity) or removeitem (item code) (quantity). If you are friendly with the NPC you can choose it by clicking on it in console mode, otherwise you can use prid (Ref ID) with the RefID of the NPC.
So suppose we want to give Glarthir a Daedric Mace with Fire Damage. Glarthir's RefID is 000294C8, and Daedric Mace's item code is 0003DB23. We open console mode (backslash), and type
prid 000294C8
additem 0003DB23 1

To open up the console. You will need to press the Tilde key. "`" or "~" You will then be able to type console commands. Pressing enter will activate the command. The arrow-keys will go to your previous/next commands typed in your history.

I do not know specifically, but in general I think I can answer your question. In Skyrim, NPCs (like the guards) are programed to ALWAYS have certain weapons and clothes. In order to ensure that a guard never runs out of arrows or is missing his sword, etc., the weapons are in a hidden inventory. You, as the 'hero' cannot access the hidden inventory without using console commands (using a PC program to access the game data). This inventory is also often programed to 'refill' if items go missing. I don't know if that system works for arrows, but I'd be willing to bet it does. The only way to get 'free arrows' from those guards is (probably) to stand at the target and pick them off one by one.
