The '89 Camero RS has an electric fuel pump and a relay to operate it. The relay is "turned on" by the ignition system. When the key is turned to "start" or "run" the relay is energized. (The relay is used so it can be operated from the switch. The pump itself draws too much current for it to be practical to run the pump directly through the ignition switch.) Normally the relay will energize and close and then de-energize and open with the operation of the key (ignition switch). That starts and stops the fuel pump. But if the relay is stuck "on" (the contacts remain closed) then the switch will de-energize it but it will keep the fuel pump powered up. The relay may be mechanically stuck or the contacts may have gotten "welded shut" during operation. Either way, the relay is the primary suspect in this case. The electric fuel pump on 1985 to 1989 is mounted on top of the fuel tank. INSPECTION There is the connector for checking the fuel pump function in the engine compartment.(Single wire connector by air filter/the other with 2 wires is for Electronic control unit ECU diagnosis connector) Fuel pump can be operated by connecting between terminal and ground with jumper wires. 1.Connect jumper wires between fuel pump Check connector and ground,and check to ensure that operating sound of fuel pump can be heard. 2.When no operating sound can be heard, check for defective connector,wiring,etc. 3.If there is nothing wrong with connector and wiring,disconnect the fuel pump connector at the pump and energize the pump. If pump still falls to operate,replace.
Bad fuel pump? Possible bad relay under driver side dash; third one back from front of dash; I had problem where engine would sometimes crank but not start and could not hear fuel pump energize when key was turned on.
If there is fuel in the tank and it is making it's way to the fuel pump, and the fuel pump will not pump fuel, the pump is obviously defective. Replace the fuel pump with a new one.

There is no fuel pump relay, it is controlled my the CPU. Unfortunatly it is on the same circuit as the coil so if you have spark but no fuel it is the actual fuel pump. Now if you do not have spark or fuel, it is the computer. You can go to pick and pull and get another one, but if you are in a pinch you can run a jumper to the coil from the battery and it will energize both the coil and the fuel pump. This will get you back on the road temporarily or forever if you install a switch and run it to the battery. Note: this also makes a handy kill switch. I used to run these cars as taxicabs and we literally kept em going with duct tape and baling wire.. you
