Depends on the quality of the picture and how much you enlarge it. When you enlarge it too much, you will see the pixels, which is never a good thing.
You can look up a picture of Eric Close and his wife on Google Image or on IMDb.
Since I am unable to see which picture you are referring to, I am unable to locate the artist. If you have a picture of the painting, try placing it in the Google search bar to do a reverse image search.
If you have Google Earth look for Prado Museum. You'll find the Bosch work clickable to enlarge nearly indefinitely. Google Earth can be downloaded for free.

we get pictures from google images
If you got it from google then you need to enlarge it but otherwise you need to tile it or center it. The only reason pictures appear blurred when they are stretched on your background is because the picture you have chosen is small. You have to chose a picture with a higher resoloution. Pictures that are over 200 pixels are the best.
Posting a picture on Google means posting it on an open source website. You can't upload pictures on Google.
You can not on google chrome, except for a whole theme. Which you can get on google. Otherwise, by logging in google you can put any picture as the background of the site : google. Hope, it helped.
