Ideally, the federal court system should ensure US laws are applied equally and are "fair" to the extent that they are constitutional; the courts are also required to provide due process of law (fairness in the legal process itself). Unfortunately, this, like every other human endeavor, is flawed. Laws aren't always fair, and there are often biases in the way they're applied.
Ensuring justice for all is used in a broader sense. As an individual I can see whether any infringement of basic human rights are being violated or not. I have to see that the law of the country is fair to all, irrespective of person's financial strata i.e. rich poor alike. The various social welfare schemes floated by the Government meant mainly for upliftment of the poor and down trodden,are often misused and reach a small fraction to whom it is meant. Under democratic set up, people vote to power the political party who ensures social justice to all.
Justice can be given only on the basis of proofs and evidence.
There is no guarantee they will be fairly applied.
Laws don't always ensure justice. Without proper interpretation and implementation law is lame.
