there are a lot of different archivers. i use only b1.org 'cause it's free and i can archive big files with it.
You don't want to change the rar file, you want to extract it using an extractor like WinRar or 7-zip. The files you need are inside.
I don't know the full answer; but first you'll need to extract the .exe, go to portableapps.com and download the suite, then download "7-zip" (a program) and use it to extract the .exe installer into a folder; at that point you're actually faced with .msi files, and you'll have to extract those using the same program. At that point I don't know how to continue.
Sound files are stored as tags in the .map file; you can extract them by using a program called HEK+ and then using Halo Custom Edition editor program "Guerilla" to open the sound tag and play it. If you want to change the sounds, that's a whole different story.
