When you jump on the cat food bag, it piles up in the bowl (mixed with the oil or not). Slide it back right and you can jump on the bowl of food to reach the table.

To reach the high shelf that has the food, get the screwdriver from the kitchen drawer. Take the battery out of the toy truck and put it in the remote control for the TV. Turn on the TV and climb the antenna, where you will get a static charge. Now you can jump to the left and you will stick to the green balloon. When it carries you to the picture frames, jump off and down to the fish food shelf.
