Always fill the gearcase from the bottom drain hole until oil flows out the top vent hole. In this way, you can ensure that all the air has been expelled from the gearcase, and that it is completely full.

first of all what oil your are talking about , i hope not engine oil because there is non that is two stroke engine. lower unit has a draining bolt on the bottom and air or fill bolt on the top of the lower unit....
The top two holes are a fill level, and a vent hole. Remove both of these plugs when filling the gearcase to ensure proper oil level, and ease of filling.

I would assume there is no oil reservoir in that motor. The oil is mixed in with the gas each time you fill the tank. There is probably lubricant (oil) in the lower unit gearcase, but I don't know the procedure for changing that.
The oil/grease is so thick and the openings in the lower portion of the outboard motor are narrow there is a potential for large air pockets to form, causing the motor to have less oil/grease than it should have. By adding from the bottom up you will see a more accurate fill with less air pockets.
Buy a 32oz bottle and a pump to go on it, you will use almost close to half.

There are two fill/drain plugs located on the right hand site of the lower case. Remove them and drain the lubricant. Once emptied force the new lube into the case using the lower port. When it starts to come out the top it is full and you can reinstall the drain plugs. Always fill from the bottom port or air pockets will get trapped in the case.
Should be 2 screws. One toward the top, near the motor and one on bottom, near the prop. Open both to drain. Fill from bottom until it reaches top screw hole. Boat/ outdoor shops will have the proper oil and pump to use. Use the recommended OIL. Do once a year. Dispense properly.
Water was initially used and later on alcohol was used.
