A radio fuse might keep blowing if the radio itself needs an inline fuse in a 1997 Crown Victoria. It is possible that the radio and interior lights are not grounded properly. Installing an inline fuse between the radio and the fuse box may solve the problem of the fuse blowing.

the sampler fan pulls cabin air across a temperature sensor so the automatic climate control can figure out the interior temperature. sometimes when they get noisy you can quiet them by blowing a short blast of compressed air into the air inlet to knock the dust off the fan blades.
i would suggest putting a new thermistat in. it only takes about 30 minutes to do and the part is cheap
