The rotary engines do not have any type of engine numbers or VIN on them. This is from the fact that they don't have a solid block like piston engines. It is built using several pieces and therefore each piece would have to be labeled and they didn't go through the trouble to do that.
If you are attempting to verify the engine block, you can look on the top of the engine from the driver's side (on the Left hand Drive models) and the will be a 13B or similar stamped on the housings.

The Vehicle Identification Number, or VIN, only identifies the body and frame of the vehicle. There is no VIN number on the engine and the engine number is not related to the VIN.
the engine number is either at the front right hand side of the motor or the back right hand side
if it is a 1.7 diesel the engine code will be pn17 u can find it on a flat area on the side of motor by the gearbox

You can find an exploded view of the 1996 Mazda Millenia 2.5 liter engine at most Mazda dealerships. You can also find the exploded view in most Mazda service manuals.
