The fuses are called a "cannon starter kit" and are at the top of the tall ship's mast above the Pirate Outpost. You can climb up the outpost at the left, then cross right to reach the mast from the top of the Cannonry shack. After you get the fuses, continue down the left side and pick up the small barrel of gunpowder. If you push the barrel into the water and float it beneath the Giant Gold Tooth, you have something to shoot at with the left side cannon.

To get the map piece at the Pirate Outpost, you need the Cannon Starter Kit (fuses) from the top of the mainmast. Swim left to the crates at bottom left, then climb up across the skull to reach the Cannonry. Go to the roof and left to find the Kit. Just below it is the small barrel of explosives which should be shoved left until it is in the water below. The cannon that you fire is at the lower left. Once you have placed the explosives in the water below the Golden Tooth, shoot the barrel with that cannon and the explosion will reveal the map piece.

What do you do on the pirate outpost on Skullduggery Island?
You collect the map piece, and if you are ready, hire the Cannoneer. Climb up the left side, then cross right and climb past the Cannonry. On the sail you will find the Cannon Starter Kit (fuses) and a bit lower a small barrel of explosives -- push it left into the water below. Swim it out to just under the giant gold tooth, then swim left and fire the cannon at it. This will shake loose the tooth and reveal the map piece.
