First start with the island east of Cianwood City you have to have HM whirlpool to pass.Grab items as you work your way inside whirl islands You can't reach B1F because there will be a ledge in your way so take the southeast ladder up to 1F2 and exit that cave You'll end up on the southeat island on route 41. Go back through the northwest island, climb the ladder down , grab items so on so forth, then go back up the ladder and exit AGAIN. Now enter through the northeastern island . You'll sooner or later see a man blocking the way show him your awesome silver wing andd he'll let you pass. Then you get to watch those 5 kimono girls dance with the bell. At the end Lugia should appear. Note: I got this all out of the stratgey guide!!
