After get the secret rank, go to the guild and you will receive the missions for 7 different dungeons. Accept them to unlock these dungeon. After you finish the missions, Mr. Mine will appear next to the Kecleon Shop.

He is at Crevice Cave. Talk to a Mr. Mime in Treasure town, he will talk about him for a minute. But to get to Crevice cave, you have to get through Blizzard Island. At the end of Crevice Cave you need to battle Froslass. Hope this helps.

You find him on a post-chapter in explorers of darkness. Mr. Mime in Treasure Town will tell you about a missing explorer named Scizor. He will tell you the place where he is. WARNING; DO NOT FORGET WHAT MR. MIME SAID. You have to battle Frostlass to rescue Scizor. I'm not sure if you are able to recruit Frostlass or not. SORRY ;).
