He's in Almia Castle, near where the blue Tears of Princes was. For 'Murph's Disappearing Act.', unless that wasn't what your asking, if your asking 'Where is Murph so I can do his quest' He's in the first room on the second floor of the Ranger Union.

Go to Almia Castle and go all the way to the end where you faced Lucario and Murph will be at the pestle thingy...
Murph is stated to have visited Almia Castle by Mrs. Winter, his grandmother. In the mansion, he is found to be in the room, where the player defeated Lucario. Murph tells the player that he left a message for his father, but realizes that he forgot to actually LEAVE it for him, and is still in his pocket.
You go into Almia Castle. Murph is where the Blue Prince's Tear is.
They don't show you Murph's house
You have to go to Almia castle but you don't go in, you go to the right and you "swim" down, be sure to not go fast when going down because you have to go to the left. After that the Glaceon is on the glacier, if your doing this for Murph's contest don't get this one last.
He is in the Almia castle looking where the blue Cristal was.
At the ice city where Murph's father lives, there is a harbour. It is that harbour that you take. Go onto the left perimeter and keep on hitting the slide. You will soon come top another harbour, but it contains 3 rare Pokemon.

Murph's quest in Pokemon Ranger: Shadows of Almia; "Murph's Ranger Contest", is quite difficult as most evolutions of Eevee require you to use Pokemon Field Moves to access, which take up spaces in your team. All seven eeveelutions have to be captured, so the Pokemon you capture should be carefully ordered to save you from having to release any of the required Pokemon for the quest. This being said, Umbreon requires the most Field Assists to reach, so it should be caught first. Espeon, Glaceon and Leafeon are the next eeveelutions which require at least two Pokemon to get (but the Pokemon you need to reach these eeveelutions can be caught after the first one is used; using only one party spot). Flareon will only need you to catch a Torkoal (both there and back) while Vaporeon, Jolteon and Eevee do not need any Pokemon to reach but require you to walk a fair bit. Thus Eevee or Vaporeon should be captured last since neither require a Field Move to access and are quite close to the Ranger Union.
On ice to the right-hand side exit in Ice Lake(from northern Hia Valley. Hia Valley is outside crysta Cave. Crysta Cave is near Union Road and Union Road is south of the Ranger Union.). Do not capture Glaceon last if you are doing Murph's quest(capturing all the Eeveevolutions.), because you might need a poke assist for it. ;)
It is.......Slowpoke. Y'know the Pokemon Murph has. Anyways, catch 2 Abra in Kisara Plain and it's near the man in the middle.
