I am going to assume you already paid for the horse. Always get the registration papers before you hand over the money. The former owner is probably an honest person but there are many who are not.
Depending on the age of your horse, it is possible there is a DNA record. The APHA required all new registrations to submit blood and hair samples at the time of registry. So if your horse is about 10 or so it may be very simple. Just get your vet to take a little blood and if it matches your horse they can issue new papers.
If this is not the case you will need to contact the APHA in Fort Worth, TX. They will be able to tell what steps you need to take to get your horse's papers.
