I would imagine that they would send you a letter and ID card informing you of either acceptance or denial, just like any other insurance or government program. One could always call and ask for the status of your application. It should be noted that the data that is captured is all information, including both what you visit, and the content that was sent. When analyzing traffic, it is common or tools to have the ability to extract specific parts of the capture (such as URLs that were visited) to reduce the size. This is necessary, as storing all observed traffic would quickly exceed the storage capacity of most devices. Once all or some of a capture is saved to disk, like any file, it can be saved indefinitely and is at the discretion of the user. Why traffic was "sniffed" will likely determine the length of time it would be stored for.
