There are potentially several types of blacklist.

For instance there is the terrorist blacklist that coultrires maintain to check that terrorists do not get onto air plains and in some countries it may be that employment blacklists exist.

There is probably little way of knowing if you are on a government 'secret agency' blacklist.

However, the most common 'blacklist' held on nearly all people is by credit reference agencies.

Credit reference agencies store information on you relating to your credit worthiness and any judgment for debt/bankruptcy that may have been made against you.#

In recognition that any data may be incorrect most countries require credit reference agencies to tell individuals what information is on them and to have this corrected if the individual can prove it is incorrect.

There are documented procedures for doing this provided in most countries. In the UK the largest credit reference agency is a company called 'Experian' and there are many ways to access youy information using the web. (The related links below point to some of the UK sources of information relating to this and I am sure there will be equivalents in other countries).

This becomes critically important if anybody has stolen your identity and is using 'you' to take on debts that are not actually yours. In this instance the Police will need to be informed too.
