If you mean a laptop gets stolen and the thief starts using it, then no. Unless, there is special tracking software and service installed in that laptop. If you mean that a criminal uses their laptop on the internet and the police on the other end wants to know where that laptop is in the world, then yes. That laptop, when connected to the internet, will have a unique ip address for that session. That address can be used to identify what part of the country that laptop is located in. Finding the exact location is difficult, but possible. So, if the thief of your laptop uses the internet and tells you that they are using your stolen laptop while online, you can figure out his ip address and give it to the police.

IP address is not a unique feature, MAC address is. But internet uses IP addresses for communication it means that when whoever toke your laptop connects to internet you will not able so see the MAC. The only chance you have is security service which is a part of BIOS (not all laptops have it). It you have it enabled you have a chance to get it back. If you do not have it, you do not have chances to find it. You would try to notify the manufacture (Dell, IBM... the one you have). If somebody tries to register it for warranty, they can get them.
Yes. Each computer has what's called a MAC address that cannot be modified. This address can be linked to an IP address and with that information, narrow down the location the computer is connected. It's not fool proof, but it can be done.
