The rotating bezel is for helping you adjust the offset from when you start timing for the tachyometer, with the 60 marking being the start where you start timing.

Tachyometers will not worry about what units you use. It is designed to measure rates, and it will ALWAYS be units-per-hour. You time how long it takes to do something (either traveling a given distance, making something, or some other action) within one minute, and the moment you stop, the stopwatch/tachyometer seconds hand will point the rate on the bezel. If you wish to verify the rate, it's (number of seconds equal to or less than 1 minute divided by 3600*)

*3600 seconds is one hour.
