If you don't have the equipment to do it yourself, you look it up. There's a couple different devices. There's radar devices, or devices where the bullet passes through a series of infrared beams, and the time between passing each beam is calculated to determine the speed of the projectile.

A bullet reaches it's maximum velocity at the instant it leaves the muzzle of the gun. Once it leaves the gun, it begins to slow- it CANNOT get faster. So the answer to your question is no.
