Go to the Ford Motor Co site and you can download a complete owners hand book.
Uh, no I don't. To find out about you, you will need to contact the motor vehicles division in your state. They would be able to tell you if and why and how to get the suspension lifted.
You can find a fuse box diagram for a 1985 Ford E350 7.5 liter inside the owner's manual. You can also find it in the vehicle's Chilton repair manual.

While the engine is out, I would upgrade the steering rack to a 95-99 SE-R rack, Energy Suspension steering rack bushings, Suspension Techniks front sway bar w/bushings, Energy Suspension shift linkage bushings, a brake upgrade is advisable as well. These are all "Should Haves", "Must haves" are, SE-R or NX2000 radiator, driveshafts, hoses, and fans.

the starter motor on just about any engine is very close to the crankshaft. the easiest way to find it is to follow the wires of the ignition system (usually yellow, sometimes black, it depends) the ignition system is directly connected to the starter.
I have a Ambulance style E350, there is no power to the fan swich nor to the blower, where do you find the power source, there is a themostate in the back that runs a fan there as well. were do you look. Thanks Kevin
