If it is an electric window, the motor in the door may be bad, or the wire leading into the door, may be broken or detached. If you can hear the motor running but nothing happens, the window may have come off the track. Either way you will probably have to remove the door panel to get to the door interior.
Good question, I have a 98 and my drivers window will not work at all, and I can roll the rest up and down, but not the rear drivers, I can roll it down but you have to roll it up from the back seat.

the gears of the window regulator are stripped, the mechanism needs replaced.
Remove the inside door panel of your 1999 Mercury cougar. The entire window mechanism will be visible. Remove the wiring harness from the window motor. Remove the window motor linkage. Remove the window motor retaining bolts. Reverse the process to install your new window motor.
The rubber is dry; use a silicone based lube roll windows all the way down and spray all the rubber that guides the window up and down

Just had my son's door apart for much the same problem. Two cables attach to the window. One winds up as the other pays out and vise- versa. If your window only goes one way then more than likely a cable has detached from the window. That is what I found when I removed the door panel. .
