After meeting around 30 people (not separate people, they can just be separate encounters) in the underground tunnels, you can go the the crumbled pillar just south of Solaceon town. Go west of Hearthome City. There should be this rocky area all the way west with a big patch of grass, a house, and two trainers. Go south towards the trees and there should be a karate man hidden. Talk to him!
He gives you the Odd Keystone. Also he tells you to go to the route south of Solaceon.
Go there and press A in front of the rock tower. It will ask you if you want to drop the Odd Keystone in. Select YES and Spiritomb will appear.
It is level 25.
