Go to the 3rd floor, then go to the first corridor down from the lift. There should be a teleporter in that room. Use it and you will be taken to the 7th floor. Make sure you're healed because your about to face your rival again. Once you beat them, a Sliph employee will give you a Lv 25 Lapras. Then use the teleporter after him. There is one more Team Rocket Grunt, and then you face Giovanni. Once you beat him The Director gives you the Masterball.
