You can't. To find the mass number, you need to know how many neutrons are in the nucleus (mass number = # of protons + # of neutrons). The atomic number is equal to the number of protons, and the charge tells you the number of electrons indirectly (net charge of atom = # of protons – # of electrons). Neither of these things tells you anything about the number of neutrons, which is what you need.

We cannot find the electrical charge of an ion with the knowledge of atomic number or atomic weight (not mass). Also a neutral atom has no charge.
