How do you find the elder scroll dragon in skyrim ive never had it before and it never started the scroll scouting quest or whatever its called and i cant do any dawnguard quests until i complete it?

If you didn't play the Main Quest, you will have to do that first, because that's when you first find the scroll.
The Elder Scroll (Dragon) is the same scroll you used to find Dragonrend, it has just been renamed for the purposes of Dawnguard.
If you have sold it ot Urag the Orc librarian at Winterhold College you can buy it back.
