In fuchsia city there is an old man called the Safari Warden he lives in a house next to the Pokemon center notice the mailbox near it it will read "Warden's House." If you try talking to him you will notice he can't talk that's because he needs his false teeth so you will need to find them they are located in the safari zone in Area 3 near the Secret House (to get to both you must follow the northern path in Area 2). Once you get the teeth give them back to the warden he will give you the HM Strength.
