I just had this problem. You have to look under the passenger side front wheel well. There's a plastic cover held on by about 10-12 screws. Take the screws out and the plastic cover just slides out (there is a little plastic cap thing on the top that takes a little tug). Then look up under the fender and you'll find a horn. Be sure if you're gettting a new horn to get one that looks like the little black horn with two knobs - not the flat silver things. Took about 15-20 minutes.

its in the fuse box under the dash, it controls the horn, the interior light and the glove compartment box. test them all to find it.
The horn is usually on the driver's side under the hood by the right wheel. To be more precise it is right behind the front bumper.

cavalier the older ones the fuse for the cigarette lighter is the same as the horn fuse.
Make sure the 1989 Chevrolet Cavalier horn fuse is in working condition. Make sure the positive and ground wires on the horn are tight and free of corrosion.
