There are a variety of websites that can be accessed to find your ISP speed but initially, contacting your internet provider to ask them would probably be the easiest and most direct approach.
There is a way going through Windows - but a quicker way is to use Speedtest (see related link) it shows your ISP address while it's testing your connection speed.
Your internet speed is not 54mbps. That is the rated speed of the wireless system. (It never matches that, but that's the rated speed.) The internet download speed can vary quite a bit depending on a number of factors. Find out from your ISP what what speed you are entitled to and compare against what you are actually getting.
