Start with the easy stuff first - tie rod ends and wheel bearings. Jack up the front end, grab the tire at the 3:00 and 9:00 position and wiggle. If you feel looseness, have someone shake the tire and look underneath to find the offending tie rod end or center link joint. Replace whatever was causing the shake.
If this doesn't cure it, the next thing is to grab the wheel at 12:00 and 6:00 and shake. Looseness here is caused by kingpin/ball joint failure. I'm not sure what you have in this van, the old ones had kingpins and newer ones have ball joints. My 2000 has ball joints.
General rattling when you shake the wheel is usually a failed wheel bearing. You can feel the difference between a wheel bearing and tie rod end/ball joint.
Those are the easy ones. Next I would replace the radius arm bushings. They might look fine, but the wear is on the inside. Buy a good kit and get them changed. Every older Ford van I have driven needed these to be replaced.
Loose kingpins are a real pain to fix. Pump them full of grease and see if that helps.
