What's wrong with it?
If it doesn't retract, then the retractors need to be replaced. But if it is cut or frayed, the belt needs to be replaced. If it doesn't latch, then part of the latch mechanism needs to be replaced or repaired.

Well, I have a "90 Legacy. There is a red release button on the belt fastener riding the rail. release it and see if the fastener doesn't return to top or bottom. I'm not sure what causes this, but the above fix works for me. Just reconnect the belt (it only goes one way) and get on with your life. Hope this helps.
