You need to know what the problem is before you can fix it. Need to know if it is the fuse, the relay, the switch contacts, the horn or the clock spring (in some cases).
My husband and I fixed ours on a 1985 Toyota corolla. There is a blower motor which was located under/ behind glove compartment, we bought a used one from a junk yard switched then and we had our vents back.
You can fix the horn on your 1998 Cirrus by first removing the center of the steering wheel cover by prying it off. Then, check for loose wiring or wires that are exposed which might be causing the horn to activate. Fix the loose wiring or exposed wires to solve the problem.
You just need a new horn. and the horn should be up neer the radiator.
Find the horn and remove the wire going to the horn/s it should have a connector you can seemly slide off however if it dont you may have to clip the wire and tape the end so it doesn't short if it goes to ground. A horn in many states is required your best cure is to fix the problem and to leave the horn alone. , EzForJesus

Change the valve cover gasket.
I think that was the same problem as I had. If your Corolla is under 120K this problem will be covered. Just take it to your closest Toyota dealer and they should replace the ECU for you at no charge.

check for a horn fuse While pushing the horn button repeatedly, listen for a clicking sound either in the cabin (under the dash) or under the hood. If you hear that, the power is going to the horn and thus the horn is bad. It either isn't grounded properly or is defective. Ground or replace it. You could, of course, look for a voltage between the hot horn line and ground when the button is pushed but that requires a 2nd person to push the button.
There are many causes to a broken horn. The best way to fix it would be to check the relay, change the fuse and change the clock spring usually located behind the airbag.
