There are two. The FICM fuel injection control module is located on top of the drivers side valve cover and the PCM powertrain control module is located in the drivers side finder behind the battery.

On a 1996 Ford E-250 : In the fuse panel under the drivers side of the dash : ( # 2 is a 30 amp fuse for the wiper control module and the windshield wiper motor )
The wiper control module or governer is located on the passenger side up under the dashboard. Looking at the dashboard on the passenger side, look at the bottom half and you will see two screws, remove these screws and the bottom half of the dash board panel comes off. The wiper control module/relay is behind this panel to the right on a mount. Remove the mounting screw and disconnect the wiring connector, you should then be able to manipulate the module out for changing.
