How do you fix a chime that starts sounding as soon as your 1995 Oldsmobile Delta 88 begins moving forward and how do you fix it?

It could be triggered by the parking brake sensor. If the computer detects that the parking brake is engaged, you will get the chime (usually right when you put it in gear). Check the sensor or take it to a shop and ask them to do it.
