Either cut out a square to the center of each joist either side of the hole and replace the drywall with a new piece cut to size. then tape and mud the joints.
Also there are metallic screen patches made for small holes that stick to the existing drywall, and can be mudded over to fix the hole.
If it's just a small hole, use mesh tape and mud over it. You may need to sand it 2-3 times. If the hole, or damage is more than slight , i usually cut out the bad part and place an insert of the same thickness drywall in place.

Depends on what ceiling is made from and exact type of damage. For instance if made of drywall and it's water damage, then you find the studs (with a studfinder) and cut out sections of drywall and replace with new.

To fix a ceiling that was spackled with drywall mud instead of spackle you can use sand paper to scrub it. I don't understand why you have a problem with it. That's quite common. you normally just paint primer over it. Using sand paper to scrub it is going to be extremely dusty.
