My TOD light is flashing. My brother's TOD light has been flashing for over a year. There are only three components that are possible to fail in this system. 1) the TOD computer 2) the viscous coupler (clutch) inside the transfer case 3) the speed sensors on transfer case.
The clutch in the transfer case almost never goes bad, and would be a lot more major to fix, so start with the easy stuff. My brother replaced his computer with a known working computer, still didn't fix the problem. He then bought new (used) speed sensors and installed them. Problem didn't go away. He then checked every single electrical connection in the system, didn't fix it. Installed another known working set of speed sensors (there are two), and that fixed the problem. It seems like this is the most common reason for failure of the TOD system. I haven't located new speed sensors for mine, but I'm fairly certain that is the problem. You can verify by pulling the codes using a code reader, or a simple test light (the code reader is a much easier way and most auto parts stores will run the codes for you).

I just bought a 94 f150 with exactly the same problem... no horn and airbag light flashing... I haven't looked at the problem yet... so I am very interested in a answer (fix) ...will watch with interest or will report the fix when I get around to it...

If your security light is flashing, then you have had what is referred to as a "bad timing cycle" with your Passlok security system. Turn the key to the ON position, and wait until the security light stops flashing - This takes exactly 10 minutes.If the security light WAS flashing, then the 10-minute trick is only a temporary fix - You will need to have your ignition switch replaced.
It may be a bad sensor or just needs an oil change. If you have done this and it's still flashing, unhook the cables from the battery to reset it. Hopefully this will fix it.
You get it serviced at an authorized garage, they will have the equipment to read the diagnostic, fix what your car is complaining about and reset the spanner light.
