I had the same problem. You need to pull the fuel door opener under the seat and prop it up in the pulled position. Find something to stuff underneath it to keep it in the raised. You should then be able to pry open the fuel door with your finger or something else that won't scratch your paint. When your done filling up, just remove whatever you had proping the lever up and close the door. Then get a new spring clip either on Ebay or from a Toyota service center.
