How do you fix a hole in the bell-housing of a 1999 Buick Lesabre and does itneed to be tended to ASAP?

If the hole is no bigger than a few inches around, i would just find a way to seal it off so nothing can get inside the bell housing. If the hole is very big it can cause stress cracks.
