Apply 12 volts directly to the horn an if it blows it is good. If not it is bad. Check the fuse for the horn. Check the horn relay. Check the horn button in the steering wheel. Check all wiring and the ground connection.

first remove wire to horn. see if power is going to horn when horn button is pushed. if it does its a horn problem, if not it is probably in the horn button itself.
The most common problem for a stuck horn is actually a stuck horn relay. Remove the relay and the horn should stop blowing. the relay may be hot from being stuck. replacing the relay should fix the problem.
Make sure the 1989 Chevrolet Cavalier horn fuse is in working condition. Make sure the positive and ground wires on the horn are tight and free of corrosion.

Well first you have to find out what is wrong with the horn and than fix the problem, could be loose wires, horn could be bad, the wires could have rusted. your best bet is to cut the wires, unbolt the horn and hook up a brand new one and then put some wire nuts on there and if that dont work than your wiring is bad.
