Yes, a Jet Ski can safely be beached as the impeller is hidden. However, it is recommended that you kill the engine before actually reaching land. And beaching the Jet Ski is hard on it's under surface - that takes a toll over time.

It sounds as if you may have an impeller or driveshaft issue. If the impeller, or the impeller housing is badly worn, the craft will loose power due to excessive tolerance between the two parts. This is very common when used in sandy bottom, shallow water conditions, as the sand picked up by the rotating impeller wears away at both the impeller, and the housing. Also, in the case of little, or no service maintenance, the driveshaft splines may be severely worn, due to no grease, at the coupler or the impeller end, causing slippage.
Did you fix your ski, it may be a bad seal and it is losing too much compression.

There are a lot of reasons. If the drain plugs aren't in, that would do it. Also, the impeller shaft seals or carbon ring may be worn. One way to tell is to get the jet ski dry, place it in the water, and then run it with the seat off. You should be able to tell where the water is coming from.
