Determine where squeak is coming from apply proper lubricant. I have heard folks applying wax to the wood to quiet things down if that is the source. This can be accomplished by rubbing a white stick candle or piece of wax paper on wood where the base and curved chair wood meet.

spray hinges with wd40
oil it or shoot a squealer
spray with cooking oil

I just fixed this on my car. All you need to do is spray some DW-40 on the area that is squeaky, and squeak no more
Either the belt is worn out or the tensioner is defective.

I would simply buy a new one. They like to tear them up.
