This can be caused by many different things. Here are the most common reasons, starting with the worst (and most likely roughest idling) problems;
Misfiring - Each cylinder needs, spark, fuel, and compression to run. If one cylinder is missing any 1 of these items it wont fire, or will fire poorly. Check fuel pressure and injector wiring, ignition wiring, spark plugs, and perform a compression test if the other items are fine. If a cylinder has low compression it will fire poorly, causing the engine to run rough.
Timing and Idle speed - The spark plugs needs to fire in time with the pistons for the engine to run smoothly, so check base ignition timing. The engine idle speed should be within OEM specs, check and adjust if needed.
Mounts - The engine and transmission mounts absorb vibration created by the engine that are felt in the body of the car. If a mount is broken, it may cause abnormal and/or extra vibration.
Vacuum Leak - Small vacuum leaks in the air intake path can cause 'fluttering' of the idle speed. The engine pulls in air that it has not measured, so the fuel mixture runs lean, causing idle speed to change. The computer compensates, and adjusts for the change, and this process repeats over and over, causing rough or 'breathing' idling.
Others - Bad wiring or bad sensors can cause the computer to miscalculate the fuel or ignition the engine needs to run properly. The computer could also be to blame, but isn't likely.
This is based on the assumption that you have a newer, fuel injected vehicle. If you don't have one, you either have a cool classic, or you need a new car....

Probably a misfire, it could be in need of a tune up.
Possible cylinder misfire and/or failing engine mounts.
It could be (a) misfiring cylinder(s). Check the condition of your plugs and wires. Also, check if your engine mounts are not worn.
If it is running fine at high revs the most likely problem is an injector
Without much to go on, I would suggest you look for a vacuum leak, especially if the engine runs good under acceleration and only shakes and shudders at idle.
check your idle control valve located behind the engine
The most probable reason for the engine to shake at idle is the motor mounts may need replaced. This is generally from the front and rear motor mounts; however, the sides may need replaced as well.
when the engine starts and is warming up the idle is supposed to be at around 1500 rpm but when the engine warms up the idle should drop to between 700 and 1000 rpm. if it doesnt drop then see a mechanic because it is a very complicated fix
Do u mean that the car shakes as you are driving, or just that the engine shakes when it is at idle ? Could use more info.
A 1998 Honda Civic shakes when it idles usually due to worn engine mounts. Open the hood and check the engine mounts. See if they are either cracked or brittle. Since the mounts can not absorb the vibrations it will be felt in the cabin.

That code is an idle air control overspeed error. It means that the engine idle is out of factory specification. Sometimes the Idle Air Control may have carbon built up so clean it and if that does not fix it, replace it.
