If you bring it to a repair facility, they probably won't repair it. They'll just send out for a new one. The cost of repair/replacement is entirely dependent on which circuit board you are talking about. There are likely over 100 in your car.
Dodge Caravans have poor repair histories; you might do well to consider a different used vehicle.

Looking at the pictures in the repair manual, it looks like it is under the engine compartment, just forward of the suspension. That is where the oil pan is and it should be facing towards the rear.

Any engine from a 1991-1995 Dodge Caravan, Plymouth Voyager or Chrysler Town & Country should work fine
I don't know what it should be...but my caravan SE, with 160000 mi, gets somewhere between 21 and 22 mpg regularly.
If its a Dodge Caravan, you should check for local ordinances, with (county, city, township, and/or community zoning.
don't repalce just the cv joint. You should purchase a rebuilt axle, it will be cheaper and easier. You should be able to get a repair manual from you local library. This should be a fairly straight forward job.
