Unfortunately you can't. Once you freeze latex paint, there is nothing that can be done but throw it out.

Flashing occurs when a surface has not been properly sealed, so a latex acrylic primer applied over the surface first will keep an eggshell enamel paint from flashing.
You can remove it, and tape the threads with latex tape to make a better seal, or change out the washers. Depends on where the leak is.
Your largest problem is finding the cause of the bricks crumbling and stopping that. If the bricks are weight bearing, you will need to provide other support for the floor or ceiling above.
