You cannot send a game to be "scratch removed" unless by a third party (non game company, non microsoft) company. The two ways to fix this are: a) buy a new copy b) get a scratch remover kit from gamestop or amazon and hope for the best.
*Does GameStop fix a scratched disk? No. But if you bought a game from GameStop you can return it and get a replacement for free.
Bring it to your local game store and ask if they fix scratched disks.
